IUCEA
The Treaty for the Establishment of EAC clearly stipulates the commitment of the Partner States to harmonize their education and training systems in order to provide for, among others, concerted efforts in the development of human resources, and mobility of people, labour, and services. In that regard, the coming into force of the Protocol for the Establishment of the EAC Common Market in July 2010 required IUCEA to develop systems that, among others, would enhance students’ mobility and labour across the Partner States, and hence transform the EAC region into a Common Higher Education Area.
Approved by the Executive Committee on 6th October 2015 in Kigali, Rwanda.

IUCEA
The Staff Exchange Programme is a strategic intervention for enhancing sharing of&#13;
human resources among universities in the region, and for the promotion of regional&#13;
integration. Facilitation of staff exchange has continued to be one of the main&#13;
activities of IUCEA since the institution was established in 1970.&#13;
The Programme aims at strengthening inter-university cooperation through&#13;
academic mobility and enhancing quality of teaching and research in university&#13;
institutions in East Africa. It provides university institutions with experts in fields&#13;
of study that may be lacking in the host university as well as availing opportunity&#13;
to visiting lecturers to gain experience from the hosting institutions, and hence&#13;
enhancing their career development.

This Strategic Plan for the period 2011-2016 has been developed to implement the IUCEA ten-year&#13;
Perspective Plan (2006-2015) and to enable the Secretariat to coordinate the functions specified in the&#13;
IUCEA Act 2009. The operationalization of the perspective plan began with the implementation of the&#13;
Five-Year Rolling Strategic Plan (2006-2011), whose purpose was to transform IUCEA into an&#13;
effective regional advocate and catalyst for the strategic development and management of higher&#13;
education in East Africa.&#13;
IUCEA has gradually been mainstreamed into the EAC institutional framework and this Strategic Plan&#13;
has been developed in consonance with the IUCEA Act 2009 and the 4th East African Community&#13;
(EAC) Development Strategy 2011-2016. Whereas, the Act provides for the need to mainstream&#13;
IUCEA into the EAC institutional framework, thereby making IUCEA a truly strategic institution of&#13;
EAC, the strategic interventions spelt out in the 4th EAC Development Strategy focuses on the need to&#13;
transform IUCEA into a regional institution responsible for developing and building human resource&#13;
capacity and coordinating research to meet the development needs of the Community. Consequently,&#13;
this Strategic Plan has taken into consideration the above expectations and provides strategic directions&#13;
for IUCEA to respond to the dynamics and development trends in higher education in the EAC Partner&#13;
States and beyond.
