ACE II Newsletter, November 2019 Inter-University Council for East Africa Regional Facilitation Project In line with improving communication and engagement with the stakeholders of the Africa Higher Education Centres of Excellence (ACE) Project, the Association of African Universities (AAU), as the Regional Facilitation Unit, introduced the quarterly ACE I Newsletter to highlight the key achievements and outputs of the centres. The Newsletter is presented as an additional communication channel for the dissemination of quality information related to the ACE Project and to improve information and knowledge sharing among the African higher education network. The newsletters feature various activities, milestones, new developments and key undertakings by the ACEs in line with the project’s developmental objectives.

Edible insects have been identified to be an inexpensive alternative source of animal protein for human and livestock due to their nutritional value and efficiency in food conversion. Jaramogi Oginga Odinga University of Science and Technology (JOOUST) is a public chartered academic and research institution in Kenya and has been pioneering research in insect science and technology for food and feed in Western Kenya. The University working in collaboration with regional and international institutions has initiated rearing and value addition of insects for food and feed.; Through ACE II, the University in collaboration with local, regional and international partners proposes to establish the Africa Center of Excellence in Sustainable Use of Insects as Food and Feeds (INSEFOODS) with an overall objective to address challenges of sustainable food security using insects for food and feed. Center of Excellence in Sustainable Agriculture and Agribusiness Management (CESAAM): Implementation plan CESAAM In the last decade, Africa has experienced robust growth driven by rising commodity prices, domestic demand and stronger trade and investment ties with global economies. Despite this optimism of growth, Africa remains the most food insecure continent. Hunger and poverty continue to ravage the continent and the number of people living in extreme poverty is expected to grow. The International Food Policy Research Institute (IFPRI) in its recent Global Hunger Index report (2014) indicate that almost 33% of the population in Africa (close to 200 million people) are undernourished. The hunger situation is projected to worsen over the next two decades unless drastic measures are taken.

Students mobility policy IUCEA The Treaty for the Establishment of EAC clearly stipulates the commitment of the Partner States to harmonize their education and training systems in order to provide for, among others, concerted efforts in the development of human resources, and mobility of people, labour, and services. In that regard, the coming into force of the Protocol for the Establishment of the EAC Common Market in July 2010 required IUCEA to develop systems that, among others, would enhance students’ mobility and labour across the Partner States, and hence transform the EAC region into a Common Higher Education Area. Approved by the Executive Committee on 6th October 2015 in Kigali, Rwanda.

Staff mobility policy IUCEA The Staff Exchange Programme is a strategic intervention for enhancing sharing of human resources among universities in the region, and for the promotion of regional integration. Facilitation of staff exchange has continued to be one of the main activities of IUCEA since the institution was established in 1970. The Programme aims at strengthening inter-university cooperation through academic mobility and enhancing quality of teaching and research in university institutions in East Africa. It provides university institutions with experts in fields of study that may be lacking in the host university as well as availing opportunity to visiting lecturers to gain experience from the hosting institutions, and hence enhancing their career development.

Harmonization of Higher Education in East Africa IUCEA The Inter-University Council for East Africa (IUCEA) is a strategic institution of the East African Community (EAC) responsible for coordinating the development of higher education and research in the region. After having been recognized as the surviving institution of the former EAC (1967 – 1977) responsible for coordinating the networking of university institutions in the region, since the re-establishment of EAC in 1999 IUCEA has assumed a broader role as a building block for the achievement of sustainable socio-economic development and regional integration of the EAC region. In that regard, the current mission of IUCEA focuses on the promotion of strategic and sustainable development of strong higher education systems and research for supporting East Africa’s socio-economic development and regional integration. The goal of IUCEA is to be able to respond to the expectations of the EAC Partner States in terms of higher education institutions producing high-level human resources and research output that can promote and sustain socio-economic development and regional integration.
