The preparation of the Uganda NAPA was guided by the principle of participatory approach, drawing heavily on the views of the vulnerable communities and their knowledge on coping mechanisms. This approach raised the level of awareness and expectations of the rural poor vulnerable communities. Therefore effective implementation of NAPA will go a long way towards meeting the expectations of the rural poor and vulnerable communities. Meeting this expectation is a challenge not only to the LDCs, but the global community.en
