The formulation of this second Strategy on Trans-boundary Animal and Zoonotic Diseases (2019/020 - 2024/25) was guided by Articles 108 and 118 of the Treaty that call upon EAC Partner States to co-operate in surveillance, diagnosis and control strategies of trans-boundary pests and animal diseases and take joint action towards the prevention and control of communicable and non- communicable diseases and to control pandemics and epidemics of communicable and vector-borne diseases of humans, respectively. Seven Strategic objectives were identified and corresponding result areas and strategies proposed for each strategic objective, in order to achieve the goal “to increase the contribution of the animal resources sector to socio-economic development in the EAC by minimizing the economic losses while at the same time mitigating the public health hazards brought about by Trans-boundary Animal and Zoonotic Diseases”. The strategic vision of “a healthy and prosperous community able to timely and effectively contain the threats of Trans-boundary Animal and Zoonotic Diseases,” is in line with the aspirations of the people of East Africa and is in line with the EAC Development Vision, the AU Agenda 2063 and the UN Sustainable Development Goals.en
