The East African Political Federation: Addressing East African's fears, concerns and challenges and consolidating its pillars.

The Report contains findings and analysis of fears, concerns and challenges, enumerates those that have been addressed and makes recommendations on how to address others. Chapter one provides the background information, the Terms of Reference and the methodology of work. Chapter two reviews concepts, theories and guiding principles of political integration aimed at providing a contextual framework for understanding dynamics and challenges of political integration processes. Chapter three contains lessons learnt from other integration processes which may inform the EAC political integration process. Chapter four analyzes the fears, concerns and challenges about EAC political Federation, including emerging ones, and examines the extent to which they have been addressed. Chapter five examines the pillars of political federation and analyzes the importance of consolidating each pillar as a basis to achieve East African political federation, to build confidence about it and to attain the overall goal of integration, which is social, economic and political development. Recommendations are contained in Chapter six.

Under Article 5(2) of the Treaty, Political Federation is the ultimate stage of EAC integration. Article 123 (6) of the Treaty provides that “The Summit shall initiate the process towards the establishment of a Political Federation of the Partner States by directing the Council to undertake the process”. Various steps have been accordingly taken by the Summit to establish a Political Federation of East Africa. These efforts gained momentum in 2004 but it was realised that not all the EAC Partner States were yet ready for that stage of integration. As result the Partner States agreed on a transitional stage - a Confederation, as decided by the 18th Ordinary Summit of Heads of State in 2017.

The development of East African Standards has been necessitated by the need for harmonizing
requirements governing quality of products and services in East Africa. It is envisaged that through
harmonized standardization, trade barriers which are encountered when goods and services are
exchanged within the Community will be removed.
East African Standards are prepared by the East African Standards Committee (EASC) established in
accordance with the East African Community Standardization, Quality Assurance, Metrology and Testing
Act, 2006. The Committee brings together the National Bureaux of Standards of the Partner States [i.e.
the Bureau Burundais de Normalisation et Contrôle de la Qualité (BBN), Kenya Bureau of Standards
(KEBS), Rwanda Standards Board (RSB), South Sudan Bureau of Standards (SSBS), Tanzania Bureau
of Standards (TBS) and Uganda National Bureau of Standards (UNBS)] together with designated national
metrology institutes, the legal metrology organizations, representatives of the private sector testing
laboratories, certification organizations and representatives of national manufacturing/trading
associations and consumer organizations.
The Committee is composed of representatives of the National Standards Bodies (i.e. BBN, KEBS, RSB,
SSBS, TBS and UNBS) in Partner States, together with the representatives from the private sectors and
consumer organizations. Draft East African Standards (DEAS) are circulated to stakeholders through the
National Standards Bodies in the Partner States. The comments received are discussed and
incorporated before finalization of standards, in accordance with the principles and procedures for the
Development of East African Standards.

The Annual Report FY2017/18 highlights that the Community has witnessed a number of important developments for the people of East Africa. The 5th EAC Development Strategy launched by the Heads of State in February 2018 with its critical priorities focusing on agriculture, infrastructure development, industrial development, peace and security for purposes of addressing the basic needs of the EAC citizenry, The signing of the an MoU with Goo gle and Singularity University - a hi-tech incubation center based in the Nasa Ames Research Park in the Silicon Valley in June, 2018, the EAC-EABC Committee was established in 2018, an Action Plan was agreed upon, and the development of an EAC Investment Portal as well as other joint initiatives are ongoing.
